The County of Haliburton is proposing a housekeeping amendment to the County Official Plan.

The County Official Plan provides the overarching land use planning framework for Haliburton County. Since the current Official Plan came into effect in 2017, the County has gained several years of experience applying its policies through the review of development applications and working with our local municipalities, agencies, Indigenous communities and the public. Through this work, a number of opportunities have been identified to make the Plan clearer, easier to interpret and more effective to administer.

Official Plan Amendment No. 2 (OPA 2) proposes a series of targeted policy updates to address these opportunities. The amendment is housekeeping in nature and is not intended to change the overall vision or policy direction of the County Official Plan. Instead, the proposed changes are intended to clarify existing policies, address circumstances that have arisen through the day-to-day administration of the Plan, and provide greater certainty for property owners, applicants, municipalities and decision-makers.

The proposed amendment addresses several areas of the Official Plan, including the definition of resource-based recreational uses, policies related to aggregate resources, access and lot frontage on County roads, and consent and lot creation policies. It also includes a number of minor editorial and organizational changes intended to improve the readability and usability of the Plan.

NOTICE OF PUBLIC MEETING

Take Notice that the County of Haliburton is undertaking a housekeeping amendment to the Official Plan (“OPA 2”), pursuant to sections 17 and 21 of the Planning Act.

Location: The proposed amendments to the County of Haliburton Official Plan are general in nature and apply to all lands within the County; for that reason, a key map is not provided.

Purpose and Effect: The purpose and effect of the proposed housekeeping amendment to the County’s Official Plan (“OPA 2”) is to address areas where clarification, additional policy direction, or improved organization would assist in the consistent administration of the Plan. The proposed amendment does not alter the overall vision, objectives, or policy framework of the Official Plan, but instead provides greater clarity and certainty for applicants, municipalities, agencies and decisionmakers.

The proposed amendment is available to the public electronically or in-person by request during regular business hours, Monday to Friday, from 8:30 a.m. to 4:30 p.m. Please email planning_services@haliburtoncounty.ca or call 705-286-1333 and speak with a planning staff member to make arrangements.

Public Meeting: Haliburton County Council will be holding a statutory public meeting as required under the Planning Act. The Public Meeting is an opportunity for Council to hear and consider comments related to the proposed Official Plan Amendment.

Any member of the public may provide their comments or feedback during the public meeting.

Public Participation:

Attend the Meeting: The meeting is held in-person with opportunities for virtual participation via the Zoom online platform. Any person who wishes to make comment at the meeting regarding the application is encouraged to pre-register by emailing planning_services@haliburtoncounty.ca before 12:00 pm on October 12, 2026.

Provide Written Comments: Members of the public are strongly encouraged to provide written comments prior to the public meeting date. Comments received by 8:00 a.m. on the day of the meeting will be provided to members of Council prior to the meeting.

Submit comments in writing to Council by email by emailing the County of Haliburton Planning Department, at planning_services@haliburtoncounty.ca.

Written comments may also be mailed or dropped off to the Haliburton County Office at 11 Newcastle Street, P. O. Box 399, Minden, Ontario, K0M 2K0.

Agency Comments: Agencies (i.e. County of Haliburton, Local Municipalities, Utilities, and Ministries) wishing to make a written submission should do so no later than 4:00 pm on October 13, 2026. All comments and submissions received shall be included in the public record.

Appeals: If a person or public body would otherwise have an ability to appeal the decision of Haliburton County Council to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the County of Haliburton before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to Haliburton County Council before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
