Why is a study needed?

    Municipal governments are responsible for delivering high-quality services in a way that is efficient and affordable for local taxpayers. It’s no secret that the County of Haliburton and our local municipalities are under growing financial pressure. Much of that pressure is outside of our control, including costs for services like housing, childcare and emergency management.

    We want to make sure that Haliburton County has a strong economy for years to come. To do that, we need growth and we need to attract ongoing investment. Based on forecasted numbers, we know that we will be facing considerable pressures to fund the capital investments we need to make over the next ten years. Getting more information about different paths forward would help us understand how we can keep services reliable and costs manageable, while investing in our future.

    Who is completing the Study?

    The Eastern Ontario Regional Network (EORN) is leading the Study. EORN is a group of well-respected, independent advisors who know rural Eastern Ontario well.

    How much will the Study cost?

    The cost to complete the Study is around $175,000.

    When will we know the results of the Study?

    The Study is scheduled to run from April 30 to July 31, 2026. Once complete, EORN will create a final report that sets out different paths forward for Haliburton County.

    Who decides what happens next?

    It’s important to know that no decisions are being made through the Study process. Ultimately, any decisions around the future of Haliburton County will be made by the 2026-2030 councils.

    Is the Study about amalgamation?

    The Study is about getting good information and laying out options for what could happen next. The project team will review the current two-tier system. The options will likely include different governance structures for the five municipalities in Haliburton County. No decision is being made now. Any decisions around the future of Haliburton County will be made by the 2026-2030 councils.

    What information are you gathering?

    The Study Team is currently reviewing information from all five municipalities, including information about finances, processes and structure. The Study Team is also leading a comprehensive public engagement campaign which includes talking directly with municipal staff, councillors and mayors, key community leaders and groups, and residents across Haliburton County. We want to hear from as many people as possible.

    Are there ways to share my thoughts beyond the survey?

    Yes! We want to hear from as many people as possible. In addition to the survey, we are hosting in-person and virtual engagement sessions across the County. There are four public open house sessions in June:

    • June 23, 2026 – Public Open House, 2 – 4 p.m. at the Haliburton Legion
    • June 23, 2026 – Public Open House, 6 – 8 p.m. at the Lloyd Watson Memorial Centre in Wilberforce
    • June 24, 2026 – Public Open House (Virtual) 
    • June 25, 2026 – Public Open House,  2 – 4 p.m. at the Dorset Recreation Centre
    • June 25, 2026 – Public Open House, 6 – 8 p.m. at the Minden Hills Community Centre 

    Information will also be available at Haliburton County Farmers Markets on some Tuesdays and Saturdays in June.
